Incoming links help increase the search rankings of your site. When possible, avoid having incoming links from link pages. Not only do link pages dilute the vote for each outgoing link, but search engines may lower the ranking of links from link pages.
The best option is to try to convince the other site to link to your page from within the body of the content. Although sometimes you cannot control where Webmasters place the links, you can always ask. The worst that can happen is for the Webmaster to say 'no.'

Make sure your Webpages are optimized for the right keywords search engines are looking for. That means you want the text in the body of your pages and in your title to contain those keywords. Make sure the meta-tags also contain keywords, as certain search engines place emphasis on the keyword meta-tags.
In addition, make sure the same keywords aren't optimized for all the pages in your site. For example, if your site sells wrenches, make sure 'wrench' is optimized in your home page and some product pages. If some pages in your site offer tips on using wrenches, make sure 'tool tips' or other keywords are optimized for that page.

For a new site, getting indexed by major search engines such as Google can be a daunting task. While submitting your site to the search engine is a good idea, having pages already indexed in Google to link to your page is a great way to allow Google to find your site and index it.
The higher the importance of the inbound link (higher Page Rank, in Google's terms), the higher the likelihood of Google's crawler, Googlebot, finding and indexing your site.
